Can u get more skills then how many the list has for u primary and secondary job? Besides quest skills and how do u find quest? and how do u find quest that give skills?

there are elite skills you can capture from certain bosses with a capture signet you can only start getting after a mission from Lion's Arch. Quests with skills appear as any other quest, someone you come across has a green ! over their head. Just read what the reward will be. Also later on you can find skill trainers who will sell your skills you could have gotten or missed earlier in the game.
